QNotarization & certificationI need an English birth certificate.
An English birth certificate can be prepared in two ways. 1) Notarized translation based on the birth certificate issued by the hospital. 2) Notarized translation based on the basic certificate + family relation certificate. 1) Using the hospital birth certificate — send us the original or a copy; after translation we proceed with the notarization-commission agency, and if needed obtain an Apostille or proceed up to Embassy Certification after MOFA Consular Confirmation. 2) Using basic certificate + family relation certificate — since the basic certificate does not list the parents' details, we recommend proceeding together with the family relation certificate. From issuance...
Q翻訳What languages are available for translation?
At the Korea Integrated Civil-Affairs Center, we provide translation services using the know-how and translator pool built up over years of translating various official documents. Therefore there is no restriction on the target language — any language can be translated, so please inquire and we will respond sincerely. Korea Integrated Civil-Affairs Center Translation Team: 02-753-5155 / translation@allminwon.com
Q翻訳What is the translation process?
Documents that require notarization should be applied through the Translation / Notarization-commission agency / Apostille page. For non-notarization translation requests by companies or individuals, the process is: 1. Send the material to be translated by email. 2. Our staff receives it and arranges a translator or translation specialist and a reviewer. 3. We send a quote to the email you provided. 4. If the quote amount is suitable, reply confirming the translation request. We then issue an invoice for that amount, and once you pay within the set period, 5. our staff requests the translator to proceed, and on completion the reviewer reviews it. 6. We deliver the final reviewed translation to the customer. *Delivery of originals and copies is both possible. Translation Team: 02-753-5155 / translation@allminwon.com
QNotarization & certificationI need an English copy of my child's family relation certificate.
The responsible team differs by the purpose of using the family relation certificate. ▶ For unaccompanied-minor travel: Unaccompanied-Minor Team (070-7705-8636) ▶ For visa or language-program purposes: Notarization Team (02-730-5155) (A separate English version of the family relation certificate is not issued, so it must be translated and notarized; we handle everything from issuance to translation and the notarization-commission agency.)
QNotarization & certificationI need a foreign apostille — can you handle it?
You must tell us which document you want apostilled, and first state whether it is a domestic or a foreign document. (For domestic documents, contact the Notarization-Certification Team at 02-730-5155 / for foreign documents, contact the Overseas Business Team at 02-747-2185.)
QNotarization & certificationWhen enrolling in a foreign school, do I need an apostille on the school record too?
More than half of past customers proceeded only up to notarization, but some proceeded up to an Apostille or Embassy Certification depending on the school's request, so for the exact procedure you should ask the receiving school.
QNotarization & certificationI need notarization — is it possible?
We assist with issuance, translation, and the notarization-commission agency, and as needed up to MOFA certification and Embassy Certification. If issuance is needed first, apply on our website for issuance only and leave a note such as "want notarized translation after the document is completed"; if you already have the document and need translation and notarization, send it to notary@allminwon.com and we will reply with the cost and time for translation and the notarization-commission agency.
QNotarization & certificationI need a Chinese translation — please advise the price.
The exact cost can only be advised after checking the original, so please send the document to notary@allminwon.com; after checking and reviewing with the translator, we will advise the price and the translation lead time.
QNotarization & certificationI want to grant a power of attorney for Chinese real estate — what documents are needed?
To apply for the power of attorney, you must obtain a fact notarization. For the fact notarization, you need the power of attorney bearing the grantor's handwritten signature, the real-estate title deed, and the ID of the person being granted authority.
QNotarization & certificationI want Chinese Embassy Certification — how do I apply?
In the Embassy Certification category, apply for the "Chinese translation + notarization-commission agency + MOFA + Chinese Embassy Certification" product. Depending on your purpose, please choose "commercial" or "civil" in the options.
QNotarization & certificationI'm marrying a Chinese national — what documents are needed?
If you register the marriage in China first, translate the Korean marriage relation certificate into Chinese, then notarize it and obtain Chinese Embassy Certification. On our website, add the "marriage relation certificate" to the cart and, in the Embassy Certification category, apply for Chinese translation + notarization-commission agency + MOFA + Chinese Embassy Certification.
QNotarization & certificationCan a diploma be apostilled?
If it is an English diploma issued by a national university, an apostille is possible without notarization. If it is an English diploma from a private university, an apostille is possible after original-comparison notarization.
QNotarization & certificationWhat kind of document is an apostille?
It simplifies the Embassy Certification procedure: a convention that simplifies translation–notarization–consular confirmation–Embassy Certification into translation–notarization–Apostille. It is effective among Apostille convention countries, and the apostille must be obtained in the country where the document was issued.
QNotarization & certificationI'm submitting documents for a Chinese work visa — what should I send?
The basic documents are a criminal-investigation record (for foreign entry/stay permission), a career certificate, a diploma, and a license; if a family visa is needed, also the family relation certificate. The Korea Integrated Civil-Affairs Center can handle the entire process of translation, notarization, and MOFA certification.
QNotarization & certificationI want to set up a corporation in Vietnam — what documents are required? (company formation)
Generally the required documents include the articles of incorporation, the last two years' financial statements, a power of attorney, a bank balance certificate, a business-registration certificate, the property register, the representative's passport, and the Vietnam corporate head's passport, but there are regional differences, so check once more with the local receiving office; costs vary by document.
QChild travel consentIs a consent needed if both parents accompany the child?
If both parents accompany the child, the unaccompanied-minor consent is not required. However, a notarized translation of the family relation certificate proving the family relationship is needed.
QChild travel consentIs a consent needed even when one parent travels with the child?
Yes. Since both parents hold parental authority, the consent of the parent who does not travel with the child is required.
QChild travel consentCan an English resident registration copy work instead? Is a notarized family relation certificate really required?
An English resident registration copy verifies household members at the residence, not the family relationship, so it cannot serve as proof of family relations. Therefore a notarized translation of the family relation certificate is required. (Exception: for the Philippines only, if parent and child are listed together, the resident registration copy may be substituted.)
QChild travel consent(When a grandfather is the escort) The grandfather is not listed on the family relation certificate — is that fine? Need the escort–child relationship be proven?
Yes, the grandfather need not appear on the family relation certificate. The certificate is needed to prove that the person who signed the consent is a parent. Since it proves the parent–child relationship, the relationship between the minor and the escort does not need to be proven.
QChild travel consentHow do I apply for the documents?
Visit the Korea Integrated Civil-Affairs Center website → click the "Apply for unaccompanied-minor travel consent" banner on the left → select the parent consent (country) → confirm the pop-up on whether to add the notarized-translation request agency for the family relation certificate → choose a delivery method → apply → enter the information needed to draft the consent → submit your ID and complete payment.
QChild travel consentHow long does it take?
It generally takes about 5 business days.
QChild travel consentWhy is the unaccompanied-minor travel consent needed?
When minor children depart without their parents, submission of an 'unaccompanied consent' is increasingly strongly required under international human-rights law due to risks such as forced abduction and departure from parental disputes (divorce litigation), human trafficking, sexual exploitation, and involvement in various crimes. In the past it was requested at random during local immigration screening, but recently, to prevent mishaps from 'frequent entry refusals,' airlines have even tightened checks at 'departure declaration.' Therefore, for free passage at airlines and immigration offices worldwide, we strongly recommend carrying it.
QOverseas civil affairsI obtained a non-criminal certificate in China and was told I need notarization, MOFA certification, and Korean Embassy Certification — can you handle it?
Yes, it is possible. If you send us the original non-criminal certificate, we can handle the notarization-commission agency, MOFA certification, and Korean Embassy Certification within China. However, since processing methods differ by province in China, please send a scan of the document and we will advise the lead time and cost after checking.
QOverseas civil affairsI need a Chinese non-criminal investigation record for employment in Korea — can it be issued?
Currently, China's non-criminal investigation record can be issued only in the Beijing region for Korean nationals. For Chinese nationals, it can be issued in the Yanbian, Jilin, Heilongjiang, and Liaoning regions. Other regions are currently not feasible. For this civil affair, on the site click Overseas Civil-Affairs Application, then apply for the China (local) non-criminal certificate under the (Overseas) Criminal Record Certificate section. After payment, we can email you the list of required documents. Thank you.
QOverseas civil affairsI'm registering my marriage with a Chinese national in Korea; the marriage is already registered in China. What is the Korean registration procedure?
On the site, click Overseas Civil-Affairs Application, then under (In China) Notarization-commission agency / MOFA / Consular confirmation, apply for Chinese marriage notarization and pay; we will then send a guidance email. The Chinese party must send copies of the front and back of the Chinese ID, the passport, the household register (hukou), and the marriage certificate; the Korean party must send copies of the resident registration card and passport. Thank you.
QOverseas civil affairsI graduated in China and need Korean Embassy Certification to work for a Korean company — can you handle it?
Yes, it is possible. When a Chinese university graduate is employed in Korea, you must obtain notarization in China, MOFA certification, and Korean Embassy consular confirmation. You can apply on our site: after signing up, on the Overseas Civil-Affairs Application page, in the (In China) Notarization / MOFA / Consular confirmation field, select 'Chinese academic document notarization-commission agency + MOFA + Embassy Certification' and click Apply in the civil-affairs cart. After payment, we will send a guidance email within the same day.
QOverseas civil affairsCan apostille be done on copies?
Notably, the UK and the US allow processing with copies. For most other countries, if you want an Apostille or Embassy Certification, you must proceed with the original. If you tell us the country where the document was issued, we will advise whether copy processing is possible.
QOverseas civil affairsI have a diploma and a transcript — can they be processed as one set?
It varies by country. For example, in Japan they can be bound and processed as one set. If the document types differ, they cannot be bound together. If you send a scan first, we will advise you accurately.
QOverseas civil affairsI was told to get a 'red ribbon' for documents received in the Philippines — what is that?
A 'red ribbon' is what the Philippine Department of Foreign Affairs attaches to documents it has certified. If you are then submitting in Korea, you must also go through certification at the Korean Embassy in the Philippines, and we can handle this process too. Since procedures differ by region in the Philippines, please first send a scan to the staff email (apo2@allminwon.com) and we will provide an accurate consultation.
QOverseas civil affairsI don't have the original document — can it be issued locally?
Currently, except for the Philippines, local documents cannot be issued. We're unable to help with issuing documents in countries other than the Philippines; thank you for your understanding.
QOverseas civil affairsIf I graduated from an overseas university, do I need local certification and notarization?
Generally, after graduating from an overseas university, you may need it for employment in Korea, graduate school in Korea, or employment in another country. If you graduated in an Apostille convention country, it can be used after certification up to that country's foreign ministry. If the receiving destination is an Apostille non-member country such as China or Vietnam, you must obtain certification up to the embassy of the receiving country locally. For accurate consultation, send a scan and we'll advise after checking.
QOverseas civil affairsI already have a document notarized abroad but I'm told to get an apostille — can you handle it?
Yes, it is possible. Procedures differ slightly by country, so depending on the case you may need re-notarization or an Apostille or consular/embassy certification. For accurate consultation, send a scan and we'll advise after checking.
QOverseas civil affairsI want to use my US driver's license in Korea — is that possible?
Yes, it is possible. On the site, click Overseas Civil-Affairs Application, then under the (Overseas) Apostille / Consular confirmation category, in the first box there is a 'US (local) notarization-commission agency + apostille' product. Add that product to the cart and complete payment; the responsible team will email you the procedure and requested items. After the local apostille, we send you the original; take it along with your driver's license original to the nearest driver's license office and proceed to obtain a Korean driver's license.
QOverseas civil affairsI have a document issued abroad and was told to get it certified — what should I do?
In your case, we will first confirm the country of submission and then assist. For a document issued in a country other than Korea, you must obtain local foreign certification. The procedure differs slightly by submission country. If the submission country is an Apostille convention country, Embassy Certification is not needed; if it is a non-convention country, you must proceed up to Embassy Certification. If you want the exact cost and lead time, send a scan of your document to the staff email (apo@allminwon.com) and we will reply with the cost and time after checking.

The building we occupy does not have free parking facilities, so you will need to use a nearby paid parking lot. Please check the parking information below and use it.
QChild travel consentWhere do I submit the child travel consent documents?
Generally, present the child travel consent when asked upon entry. The place of inspection may differ by country and it may be a spot check. (Hotels or airlines may also request it upon departure.)
QChild travel consentWhat's the difference between administrative-scrivener translation verification, notarization, and apostille? I don't know which to choose.
Administrative-scrivener translation verification means a translation administrative scrivener who holds foreign-language translation qualifications confirms the translation; the notarization-commission agency means notarization by a notarization-specialist lawyer; an apostille means the document is certified by the Ministry of Foreign Affairs so it can be used abroad. The embassy's recommendation is the apostille certification, so it is the safest method, but there has never been a problem even with administrative-scrivener translation verification, so the choice is yours.
QChild travel consentIn total, how many documents are needed?
One copy of the child travel consent; the passport copy of the parent who signed the consent by hand; the family relation certificate (in English); and the passports of the minor and the escort.
QChild travel consentWhere is the company located?
2nd floor, Sinil Building, 131 Toegye-ro, Jung-gu, Seoul (64-5 Chungmuro 2-ga). Exit 8 of Myeongdong Station — it's on the 2nd floor of the building where you can see KB Bank.

QChild travel consentI'm not sure how to write the passport number and English name.
You must put a space between the surname and given name. For example, if the name is Hong Gil-dong, write it as HONG GILDONG. (Exceptionally, it may be HONG GIL DONG or HONG GIL-DONG, so be sure to recheck your passport.) The passport number is 9 characters total including the M. Please write it to match the 9 characters.
QDomestic civil affairsI'd like to know the precautions and processing time when applying for an entry/exit record certificate.
When applying for an entry/exit record certificate, if you leave the record-inquiry date blank or set it the same as or later than the application date, issuance is based on the date of birth. For minors, the parents' ID must be attached. Also, from the time the customer places the order, on a business-day basis it takes about 6 hours for standard and about 3 hours for urgent before delivery to the customer; delivery time is separate.
QPayment · refundI'd like to know the refund policy in detail.
The refund policy (refund fees and refund policy) is shown before payment when you order and is also stated in the terms of use. To view the terms of use, go to the link below. http://allminwon.com/pages/agree.php
QDomestic civil affairsAfter ordering, how do I upload my ID?
If you closed the ID-upload window after ordering, our staff usually provides separate guidance on the ID. Send your ID to the phone number stated in the text or KakaoTalk message we send. The transmitted ID is deleted in bulk after the relevant civil affair is processed, in accordance with our personal-information management policy, so please send it as guided without worry. If you need to send the ID in advance before guidance, send it to 010-3633-2182 for domestic civil-affairs applications, 010-9006-2182 for overseas civil-affairs applications, and 010-9006-2180 for overseas-travel (travel consent) civil-affairs applications.
QProperty registerHow do I make payment?
We send you our bank transfer (account) information along with the quote by email. If the depositor's name and the deposit amount do not match, the deposit confirmation may be missed. For other payment inquiries, please call us. (070-4467-0670)
QProperty registerDo I need to include VAT when using the service?
The amounts shown in the service price list are exclusive of VAT, so you must use the service after adding VAT.
QProperty registerIs there anything to check when bulk-issuing corporate property registers?
If you organize the corporate [registration number] or [registration code] in Excel, it can be checked.
QProperty registerIs there anything to check when bulk-issuing registers and cadastral records?
1. Confirm the services to issue (land register, land cadastre, etc.). 2. Organize the list of issuance addresses. 3. If a report is needed, confirm the items required for reporting.
QProperty registerCan I get only the Excel report (record) for registers/cadastral records?
Excel reporting alone is not possible. Basic document issuance must take place first; only then can the reporting work be done.
QOverseas civil affairsWhy can't the apostille and notarization of foreign documents be done in Korea?
What can be done in Korea is only the notarized translation of foreign documents. Whether personal or corporate, a document issued in another country can only receive foreign-ministry certification in the local country where it was issued.
QOverseas civil affairsAfter getting the apostille, do I need to submit the original?
Whether the original or a copy must be submitted differs by the requirements of the receiving institution, so please ask your place of submission.
QOverseas civil affairsHow do I proceed on my own?
All order guidance is provided only after payment is completed, and since proceeding on your own would involve the company's internal information and specialized personnel, we do not provide separate guidance for self-processing.
QOverseas civil affairsIs there separate guidance on the document processing procedure?
Dear customer, due to the nature of overseas local work, please understand that we cannot provide guidance on every step of the procedure. We send a separate guidance email after payment has been made.
QOverseas civil affairsIsn't the service a bit expensive?
A document issued abroad must receive foreign-ministry certification or Embassy Certification in that country. These procedures are very strict in each country, and combined with issues of language and time difference and a complex process, a local processing fee and a separate service charge arise. Compared to the cost incurred while visiting the country in person to proceed, we help you handle the work at a reasonable price. Please understand this and apply; thank you.
QOverseas civil affairsIs there a way to have a document issued abroad certified in Korea?
No, it is not possible. If the purpose of use is within Korea, you must obtain certification from a state institution authorized in the country where the document was issued. Therefore it is a procedure that must take place locally. Korean foreign-ministry certification and Embassy Certification are possible only for documents issued within Korea.
QPayment · refundWhy no refund when I haven't even received the requested civil-affairs document?
We proceeded with issuance based on the details you applied for, but if it was confirmed to be in an un-issuable state and could not be issued, then even though you did not receive the requested document, a refund for the portion already processed is difficult.
QDomestic civil affairsI'd like to know the issuance procedure and lead time for an international driving permit.
When you apply, we send a guidance email to your registered email. Read the guidance carefully, fill it in, and reply by email by 14:00 Korea time; then same-day processing is possible (excluding weekends and holidays). If received after 14:00, issuance proceeds the next day (excluding weekends and holidays). Lately, due to stricter photo screening, some applications are rejected for poor photos. Please read the guidance carefully and take your photo.
QDomestic civil affairsShould I get institution issuance or alma-mater issuance?
If the destination is within Korea, we generally recommend institution issuance; if overseas, alma-mater issuance. To be sure, please confirm with your place of submission and then apply.
QDomestic civil affairsWhat's the difference between institution issuance and alma-mater issuance?
Institution issuance generally takes about 3–4 hours; because the issuing place and the delivering place differ, two seals are affixed. Alma-mater issuance takes about 3–5 days on a weekday basis; because the issuing place and delivering place are the same, one seal is affixed.
QDomestic civil affairsWhat's the difference between urgent and standard civil affairs?
For urgent civil affairs, a dedicated staff member handles only your civil affair and issuance takes about 1 to 1.5 hours; for standard civil affairs, issuance proceeds sequentially in the order applied along with other customers' affairs, usually taking about 3–4 hours.
QDomestic civil affairsCan't you sign on my behalf?
"No. The handwritten signature must be done by you in person." If a handwritten signature is impossible, we cannot proceed with issuance on your behalf.
QDomestic civil affairsDo you keep the submitted ID?
No. We keep it for 5 business days after the requested civil-affairs document has been sent, then destroy it. The reason we keep it for 5 days is that customers frequently request additional documents within 5 business days of receiving their documents.
QDomestic civil affairsWhy is an ID needed?
Even when a customer visits a public office in person to obtain issuance, an ID is required to verify identity. When our staff, authorized by the customer, obtains issuance on the customer's behalf, a copy of the customer's ID is submitted as proof of authorization, and the requested civil-affairs document is issued based on it. Therefore an ID is essential for civil-affairs processing.
QDomestic civil affairsHow long does issuance take?
For instant civil affairs, if there is no history of name change or resident registration number change, issuance is generally possible within 3–4 hours after ID submission. For institution-linked civil affairs, depending on the type, it takes about 3–4 hours to 10 days after ID submission.
QPayment · refundWhy is the refund date for mobile payments 3 months later?
When a mobile payment is made, your payment is settled to the mobile carrier as of the end of this month. The carrier pays the amount to the payment company 'Danal' the month after next, and that amount is in turn paid to the online payment company INICIS. In other words, the company can receive your mobile payment amount only after 3 months.
QPayment · refundIsn't the service a bit expensive?
All civil-affairs services at the Korea Integrated Civil-Affairs Center are services that require people to act. Therefore labor costs are involved, along with operating costs (rent, maintenance, computers, printers, ink, scanners, advertising), and so on. We would appreciate it if you compared us with other providers taking these costs into account.
QPayment · refundAt the tax office a civil-affairs document is free — why do you charge KRW 12,000 here?
Hello. Thank you for using the Korea Integrated Civil-Affairs Center. Our company is a for-profit corporation. When a customer has overseas, hospital, or urgent matters, we receive authorization on the customer's behalf and obtain and deliver the civil-affairs document ourselves. This cost includes labor as well as the agency cost for the time and various procedures. Please take this into account when using our service. Thank you.
